American cities have a variety of forms for local government such as mayor-council and council-manager systems. How does switching form of government impact future elections? This project examines how a change in a city's form of government changes the electoral process in the areas of campaigning, the issues raised, election competition, types of candidates and voter turnout. This study is examines nine large cities using newspaper sources and voter turnout data.
